libktpotr9 software package provides KDE Telepathy internal OTR library, you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libktpotr9
libktpotr9 is installed in your system.
Make ensure the libktpotr9 package were installed using the commands given below,
$ sudo dpkg-query -l | grep libktpotr9 *
You will get with libktpotr9 package name, version, architecture and description in a table
